The Mountain Research and Development Foundation Pvt. Ltd. (MRDF) has been providing technical expertise in preparing and formulating different plans and policies related to climate change adaptation (CCA), Disaster Risk Reduction (DRR), Biodiversity and Conservation, and Green Economy since its establishment in 2015. Here are some plans and policies prepared for the local governments (RM/Municipalities) in support of different agencies and the respective RM and municipalities.
Local Adaptation Plan for Action (LAPA) Panchapuri Municipality, Surkhet District
The Local Adaptation Plan for Action (LAPA) of the Panchapuri Municipality, Surkhet district, was prepared in the participation of the community and local stakeholders in 2023, with the support of the municipality. MRDF had facilitated the overall process in preparing this Plan. It covers the period for five years from 2025-2029 (2080/081-084/085). This plan is the major document for the adaptation and mitigation of disasters and climate impacts in the municipality.
Local Disaster and Climate Resilience Framework (LDCRF), Sanphebagar Municipality, Aachham District
The Local Disaster and Climate Resilience Framework (LDCRF) of the Sanphebagar Municipality, Aacham district, was prepared in collaboration with the community and local stakeholders in 2025, with support from the International Organization for Migration (IOM). MRDF had facilitated the overall process in preparing this framework. It covers the period for five years from 2025-2030 (2081/082-085/086). This framework is the major document for the municipality’s preparedness and mitigation of disasters and climatic hazards. The LDCRF is the strategic action plan for the disaster and climate risk reduction and management in the municipality.

Local Adaptation Plan of Action (LAPA) of Goshainkunda Rural Municipality has been prepared in close collaboration of Langtang Area Conservation Concern Society (LACCOS) in the financial support of the respective rural municipality in 2025. It covers the timeframe for five years from 2081/082 to 085/086 BS. The LAPA is the strategic plan of the Rural Municipality for the mitigation and adaptation of climatic and disaster risk in the municipality. This document of assets of the municipality as a guiding framework for the climate change adaptation and disaster risk reduction in the municipality.
